The thesis given some opinions on the concept of provincal comparative advantage is dominant expression of growth factors of this subject over other and said that the rapid development of technological science and environmental factors, geoeconomic - politics place makes comparative advantages in active voice, always move on space and time, the signs of the provincial comparative advantages includes six elements.

The thesis desinged the assessable framework of the comparative advantages include the evaluation criteria, methods of assessment and evaluation steps.

Giving the factors affects the promotion of provincial comparative advantages and the criteria assess the comparative advantage to promote the province in term of economic development

2. Pratical contributions:

Using the diagoanal comparison method and the expert method to be convincing arguments each comparative advantage factor of Vinh Phuc province, compared with other regions in the object comparison and sorted by priority order.
