Title: “Developing high quality manpower in the Central key economic region"

Literature Findings:
(i) The research has clarified some key theoretical and practical issues on human resource (HR) and developing  high quality manpower (HQMP). Based on overview of some selected key viewpoints of the world's economists, international organizations and Vietnamese scholars, in combination with practical experience, the author has proposed the perception of HQMP
(ii) Based on the literature, the author suggests a set of criteria for identifying and evaluating HQMP, which can apply to Vietnam's conditions and develop HQMP for the Central key economic region (CKER)
New findings, recommendations drawn from the research and survey results of the thesis
(i) Practical assessment: based on updated and selective data base, the thesis presents the overview of HQMP development in CKER during the period 2005-2009 with the key characteristic of low quality manpower. The these also finds out the strengths, weaknesses, opportunities and challenges for HQMP development of the region in coming years as well as specifies the primary reasons for low quality human resources in the region.
 (ii) Research methodology: The new point of the thesis is that the author has directly investigated, conducted the survey by using 4 questionnaires. The questionaires was designed based on studying four key manpower groups. The author also interviewed 1245 subjects in five provinces and cities of CKER. The software SPSS Version 15 was used for updated information and analysing 1245 completed questionnaires. Accordingly, the thesis has found out the major factors affecting the quality of the four key groups. The finding has made contribution to strengthern the scientific basis for the author's judgements which can serve as a research source for other researchers
 (iii) Policy recommendations:
 - Based on the assessment of the quality of human resources in CKER, the thesis proposed orientations, major  perspective and  solutions to develop high quality manpower for CKER toward 2020 and the vision toward 2030 in order to maximize the potential and comparative advantages of the region. These solutions can be serve as a good reference to make, plan and implement policies to develop HQMP in general and those policies for CKER in particular .
- The thesis proposed the cooperation mechanism and implementation roadmap of those policies toward 2020 and the vision toward 2030.
