Contributions of the dissertation to knowledge and practical:

In terms of knowledge: the dissertation developed a framework for analyzing the leadership competences of divisional managers under the Departments, including:

Firstly, developed a competence framework to determine the competence and competence level for divisional managers on three aspects of leadership knowledge, skill and quality. (i) Leadership knowledge includes expertise, professional, social … knowledge that managers use to lead and manage their assigned department. (ii) Leadership skill is the proficiency in applying practical leadership understanding and knowledge of the divisional managers on leading, managing the department. (iii) Leadership quality expresses through behavior in activities of managers.

Secondly, the method of assessing leadership competences of divisional managers bases on competence framework and evaluates using 360O method.

Thirdly, there are 3 group of factors affecting the leadership competences of divisional managers, including factors about the divisional managers themselves, organizational factors and macro environmental factors.

In terms of practice: Based on the developed framework, the dissertation analyzes and clarifies the actual situation of the leadership competences of divisional managers under the Departments for Planning and Investment in the Northern key economic region and draws the following conclusions:

Firstly, the dissertation identifies the gaps and inadequacies in leadership competences of divisional managers under the Departments for Planning and Investment, including knowledge, skill and quality gaps.

Secondly, the dissertation points out the reasons for inadequacies in leadership competences of divisional managers under the Department for Planning and Investment, including causes from the departmental managers themselves, organizational causes and macro environmental causes.

Thirdly, the dissertation proposes five solutions to improve leadership competences of divisional managers under the Departments in the Northern key economic region, including: improve and strengthen personnel organization and management; innovate the capacity assessment method; strengthen the management training and retraining activities; improve salary, bonus and remuneration policies; create motivation for departmental managers.
