1. New academic, theoretical contributions

The thesis proposes a new concept of economic efficiency of FDI (not only the economic efficiency of FDI enterprises but also the contribution of FDI enterprises to the economy of the province); points out factors affecting the economic efficiency of FDI (in which state management and technology used by FDI enterprises are more important); At the same time, the content of evaluation and determination of criteria for evaluating the economic efficiency of FDI are clearly indicated.

2. New findings and proposals drawn from research results and surveys of the thesis

The thesis provides a scientific basis for planning FDI attraction policies, reforming FDI enterprises' management and offering solutions to improve the economic efficiency of FDI in Vinh Phuc province in the development process. - The thesis finds basic limitations of economic efficiency of FDI in Vinh Phuc province in the period of 2006-2017: economic efficiency of FDI is low, increasing slowly and unstable over the years; Spillover effects of FDI enterprises in the provincial economy are still limited. The dissertation found 3 basic causes of the weaknesses mentioned above for FDI attraction and economic efficiency of FDI: Vinh Phuc provincial government revealed many shortcomings in managing FDI attraction, in administrative reform and in creating an investment environment; Domestic enterprises have not developed strongly to link with FDI enterprises.

- The thesis proposes the orientation of attracting FDI capital, renewing the FDI capital structure towards attracting many projects using high technology, occupying less land and consuming less electricity.

- The author has proposed 7 groups of solutions to improve the economic efficiency of FDI in Vinh Phuc province in the coming period, which are: (1) Publicity of the strong commitment of Vinh Phuc provincial authorities to FDI investors; (2) select strategic investors; (3) Improve the efficiency of state management of FDI in Vinh Phuc province; (4) Complete technical infrastructure system; (5) Reasonable territorial organization to meet the requirements of FDI investors; (6) Developing high quality human resources; (7) Developing a team of domestic enterprises in the province to be able to connect with FDI enterprises effectively.
