Strengthen Cambodia – Laos – Vietnam economic connectivity

(MPI) – On October 6th 2017, in Ha Noi, Development Strategy Institute (DSI) under the MPI held Cambodia – Laos – Vietnam (CLV) technical meeting for finalizing the draft "Action plan on CLV economic connectivity up to 2030".

At the 8th CLV Summit on CLV Development Triangle Area took place on November 25th2014 in Vientiane of Laos, all the three countries approved to upgrade and develop the cooperative framework and assign to the joint Coordination Committee creating CLV economic connectivity project. In the working record of the 10thmeeting of the joint Coordination Committee of CLV Development Triangle Area in 2015, MPI Minister of Vietnam committed to collaborate with Cambodia and Laos building Action Plan on CLV Economic Connectivity.

Accordingly, the MPI in active collaboration with the focal point agencies of the Ministry of Foreign Affairs of Laos, Ministry of Commerce of Cambodia and ministries, branches, localities of the three countries to survey, research and build Action Plan on CLV Economic Connectivity up to 2030. It was submitted to the 9thCLV Summit on development triangle area in Cambodia on November 23th 2016. The three Prime Ministers tasked the joint Coordination Committee and relevant ministries, agencies to make effort to finalize the Action Plan and submit to the 11thjoint Coordination Committee for consideration and approval.

The implementation of the Action Plan is very important to improve competitiveness and FDI attraction of the three economies, narrow the developing gaps between them and other ASEAN countries, as well as accelerate the process of economic connectivity in ASEAN Economic Community and improve efficiency of regional, international economic integration.

Draft of Action Plan on CLV Economic Connectivity up to 2030 aims to facilitate in terms of infrastructure, institutional; raise awareness of culture, people among the three countries; strengthen development of traffic infrastructure, energy, communications…, ensure modern infrastructure system to be synchronized and connected among the three countries; remove barriers and procedures that obstruct the circulation of goods and people; promote the exchange of culture, people among the three countries. Economic connectivity also creates motivation for socio-economic development in each country and foundation for the three countries to integrate into AEC and region, international more effectively.

At the meeting, delegates of the three countries raised their opinions and recommendations in terms of cooperative content; process and orientation, solution for economic connectivity. The draft of the Action Plan is expected to be approved in the end of this year./.
