Minister Nguyen Chi Dung’s official visit to China

Minister of Planning and Investment Nguyen Chi Dung led a delegation to work in Beijing and Shanghai (China) from March 28 to 30. The visit aims to learn experiences in deploying high-speed rail systems, and building free trade zones, and regional and international financial centres.

On March 28, Minister Nguyen Chi Dung worked with Zheng Shanjie, Chairman and Wu Hao, Secretary-General of the National Development and Reform Commission (NDRC) of China.
Minister Dung congratulated the Party, Government and Chinese people for their great accomplishments in 10 years of development in the new era, and important achievements in realising the goal set forth in the 20th Congress of the Chinese Communist Party. He expressed his belief that China will become increasingly rich, strong, democratic, civilized and prosperous.
This meeting held great significance as it provided a good opportunity for Vietnam to exchange and discuss measures to effectively implement the common understanding reached between the top leaders of the two Parties and States as stated in the Joint Declaration.
Minister Dung also discussed with Chairman Shanjie several major topics and directions to promote relationship between the two countries, especially in economy, trade, and investment; and to enhance cooperation between the Vietnamese Ministry of Planning and Investment (MPI) and Chinese NDRC.
At the meeting, both sides exchanged experiences in orientations and strategies for developing their countries; management of state-owned enterprises; cooperation between the sides; and advancement of infrastructure development, including railways.
Regarding investment, Minister Dung suggested enhancing cooperation in promoting investment and research on large-scale projects with advanced and modern technology, as representing China’s development level.

On the same day, Minister Nguyen Chi Dung had a discussion with Chinese Minister of Commerce Wang Wentao.
Minister Dung voiced his delight at the impressive results of China’s investment in Vietnam with the operation of large-scale projects with high tech. He also emphasised the results in trade, building free trade zones, duty-free areas, and asked China to share experiences on new economic models such as free trade zones, open economic zones, duty-free zones and issued policies.
Regarding investment, the MPI pledged to accompany, support, and facilitate Chinese investors to invest and do business successfully and efficiently in Vietnam, bringing mutual benefits.
Chinese Minister of Commerce Wang Wentao looked forward to increase collaboration in production and supply chains in both new and traditional fields. The scope of cooperation is not only in investment but also in technology transfer, workforce training, and market exploration.
China will increase the import of Vietnamese goods to balance the trade turnover. He also suggested both sides promote investment in new fields such as green development, alternative energy, and digital economy, which could improve cooperation in production and supply chains.
Minister Nguyen Chi Dung also had a discussion Lu Dongfu, President and Li Wenxin, Vice President of China Railway (CR). Both sides discussed and exchanged experiences in construction and study methods on building high-speed rail, resource mobilisation for railway industry development, and human resource training.

On March 29, Minister Nguyen Chi Dung and the delegation visited and experienced the Beijing-Shanghai high-speed railway. The Beijing-Shanghai high-speed railway, constructed in 2008 and completed in 2011, spans over 1,300 km with a total investment of over 33 billion USD and train speed of approximately 350 km/h.
On March 30, Minister Nguyen Chi Dung worked with the China Railway Rolling Stock Corporation (CRRC). Minister Dung, leaders of Ministry of Transport, and leaders of CRRC shared experiences in developing high-speed rail systems, especially the development of the railway industry, manufacturing of machinery and rolling stock, cooperation mechanisms, and human resource development.
Both sides exchanged numerous experiences on high-speed passenger train technology, signalling information technology, design of passenger trains used by China, cost of passenger train sets, and signalling system./.
